Apparently there's a new System for Insurance Co's: Any Vehicle over 55, 000 Miles, and 3 years of age, will get a Rebuilt Title, even if a Minor Incident like a Bumper Replacement occurs.

The difference between “salvage” title and “rebuilt” title is that in order to receive a rebuilt title, DMV must inspect the car and find it to be in road-worthy condition.
