In the US, when a car reaches 25 years of age, it is exempt from the NHTSA (25 year exempt), EPA (21 year exempt), DOT, and FHTSA.
In order to import cars that qualify under the 25 Year Rule, the cars must be 25 years old or older from the date of manufacture (Month & Year). For example, in January 2015, all cars that were manufactured on January 1990 and older are eligible for import under this ruling.

“A motor vehicle that is at least 25 years old can be lawfully imported into the U.S. without regard to whether it complies with all applicable FMVSS… You should note that the 25 year period runs from the date of the vehicle’s manufacture.”
Directly from EPA:
“Vehicle at least 21 years old (calendar year of manufacture subtracted from year of importation) and in original unmodified configuration is either expempted or excluded from EPA emissions requirements, depending on age. Vehicles at least 21 years old with replacement engines are not eligible for this exemption unless they contain equivalent or newer EPA certified engines. Customs may require proof of vehicle age.”

California Special Rules (CARB)
It is possible to import cars into California under the 25 year rule. It might end up taking some extra time and money. 1974 or older are exempt from smog and direct import requirements. If the car is newer than 1974 it is much more involved and can cost thousands to legalize. Please research the following links for more understanding on this.

How to Finance Your 25 Year Old Japanese Car from Montu Motors
Here at Montu Motors, we’ve built relationships and have worked with with several financing companies. Because we do not provide in-house financing, we created this page to assist you in acquiring financing for your car. When contacting any of them, mention you’re calling in regards to a Montu Motors classic Japanese car so they connect you with the right person.
How Does Financing Work?
The cars we import are 25 years old; because of this, not many banks will give auto loans for them. You will start by applying with one (or more) of the Financing companies below. They will be able to pre-qualify you for a loan (Fill out a loan application, get a credit check, etc). Once you are qualified, the next step is to get the car appraised, some companies will be able to appraise the car over the internet with information and pictures, others will have to physically inspect the vehicle. Whichever the case, we will work with you or your appraiser to make sure you get everything you need. After the car is appraised, the Financing company will provide you with the rest of the information such as minimum down payment, monthly payment, etc.
