These plates are all supplemental truck plates issued by the Oregon Public Utilities Commission.
They measure 305x120mm (12 x 4 3/4 inches).
The 76/77 issue was the 74/75 plate re-validated for 76/77 with a sticker.
Type 1 dies (squarish ORE 78-79 PUC)
Type 2 dies (rounded ORE 78-79 PUC)
Paint almost all worn off the numbers.
This one was the last of the skinny plates.  (86-87 plates were regular sized: 6x12 inches).
