It is made of brass, with numbers and letters debossed and painted black. The paint looks old and all original, and is in good shape. The brass surface has a beautiful patina that has darkened, and as far as I know, this item has never been subject to polishing or cleaning.It reads, Board of Health and Fall River Mass. with the number 15. I was told by more than one Massachusetts guy that this is a milk delivery vehicle license plate.Fall River was the lifelong home of Miss Lizzie Borden, a woman who was famously tried and acquitted for the 1892 savage ax murders of her father and her stepmother. She lived in Fall River her entire life, from 1860 to 1927, so who knows? Maybe this little plate belonged to Lizzie"s milk man.  Priority Mail shipping is $4.99 in the US.
