This is a 1928-29 North Carolina 2 ton trailer license plate that would need to be restored. I have collected plates for many years and have never seen one of these. Plate is good and straight but is rusty on the front. There is some original paint still left on the back. This would have been Carolina blue with white lettering. Please see photos.
