This topper is an amateur repaint. It measures 13 inches long by 4 inches high. There are two small nail holes in the upper corners. It is made of a rather heavy gauge steel. The metal is very solid and strong. The 75th US Congress met from 1937 to 1939. Early on in the session, Franklin D. Roosevelt was inaugurated for his second term as president.I was told that the later versions of these toppers which are common today on from the 1960s onward were assigned to Congressional Staff, while these rare older versions from the 1930s were assigned to the actual members of Congress.
