1961 Florida DMV Vehicle (Registry Police?) License Plate #3589 No Reserve

Up for auction is this 1961 Florida license plate. The 68 prefix denotes a plate issued to a DMV vehicle. Possibly the registry police??Please see pictures for condition. Any questions please ask. 
Some plates might not lay quite flat and some might need a cleaning. I will do my best to clean / straighten the plates before I ship them.
