1966 Virginia license plates pair

A pair of 1954 Colorado license plates 1954. In excellent condition. A few scratches marks not perfect. I would say these were used for one year 1954 and kept.
NOTE THE ONE HAS NOTCH CUT OUT OF TOP. I would think for mounting. as is
