That first number (68) indicates the county number. 68 may have been a "special" designation for the plate, as well the number shows 1. Maybe some digging at the FL DMV could produce historical reference of some kind. If it"s a real, period correct plate it should be embossed (stamped) which was done by prison inmates at the Starke facility in NE corner of FL. Government issued STATE cars (like FHP, and official vehicles) often had 68 designation on their plates. That plate alone might bring good money - there"s a pretty "hot" market in FL for period plates, and Florida DMV now allows mounting them on vintage cars (classified as "vanity" plates.) So, somebody with an old Porsche would pony up with dollars aplenty to get that one.
