Says National Bicycle Safety Month May 1 - 31, 1989 in maroon. Illinois, Land of Lincoln, 1989, Jim Edgar Secretary of State and 199 all in green. Border is also green. This is a very unique plate if you are into these specialty or commemorative plates. This one looks like it had minimal use. There is a little bit of paint loss around the bottom right bracket, on the top ofth e 1 in 199 and on the right side border. Please zoom in on the pictures for the condition.
