First of all these plates comply with Ebay’s rules since they have expired over 3 years ago (both year AND month are considered) and are not a design that can currently be used on the road. They are sold for collection, display or craft purposes only, not for a vehicle.
Secondly, these ARE the plates that you will receive – not ones with a different serial number or “similar to” the ones scanned.
This is a 2012 passenger base embossed PAIR. The conditions are Good (the one with the sticker) and About Good (the one with no sticker), refer to the picture. They are is from Mills County - Glenwood is the county seat. These have been around the block a few times, but are still a displayable pair.

You might ask why are Iowa plates rather difficult to find: (1) the population base is rather small at 3.0 million (2) there are 1050 vehicles registered per 1,000 residents (3) they issue plates in pairs (4) therefore Iowa plates are only 1.64% of the plates issued in the US each year. Additionally residents of Iowa have a tendency to not move out of state. So unless you are in Iowa or one the bordering states then you just do not see them on the road with much degree or regularity.
