They experiment with colors and finishes on the plates.... this means the plate may never go into production but they tested out a product or finish etc on the plate. It could be a one-of-a-kind Test Plate. You will notice the markings on the back of the plate... this may have been an approval date for something.... This plate measures 9 1/8 wide X 4 1/8 high.
