Matched pair of 1967 Virginia License Plates never used

This is a matched pair of 1967 Virginia license plates with the original outer paper wrapper from DMV. These have never been used. They plates are straight and solid with all original paint. However, they have some light surface rust primarily around the edges and have been touched up around the edges. Please see photo.
