Not Stamped Vermont State License Plate

This is a Vermont state license special purposeplate. This plate is a used license plate that does show signs of wear. I do not know what it was for there are not any raised letters or numbers. There are two reflections in the center that read VT BCH1. If anyone knows what this plate is for I would love to know.
