You are bidding on an Oklahoma license plate that was possibly a 3M test plate. 3M is a company that has a part in making the license plates. They experiment with colors and finishes on the plates.... this means the plate may never go into production but they tested out a product or finish etc on the plate. It could be a one-of-a-kind Test Plate. You will notice the markings on the back of the plate and the signature stating that this plate was probably approved for something... maybe the color combination or even for use by the DMV.
