PA Medal of Honor Sample license plate Sample version of the Congressional Medal of Honor plate. A base-plate introduced in the mid 1990s. This is undoubted the rarest of all PA plates, if you were ever so lucky to locate a real one. None are currently issued, the last having retired off the road maybe a decade ago. A real plate would have "CMH" plus the recipient"s initials. Consider you probably have a better chance of winning the lottery than finding a real version of one of these, most collectors use the sample version as a space-filler. Still a nice attractive plate.
