The 2 numbers have been repainted, the rest of the tag has original paint. I am not sure, but I believe this tag was originally made for someone in the government in North Carolina such as a senator or House member.
This tag could have rust, holes, chippy paint, be bent, repainted, have cuts in the tag, etc. It could also be very nice to mint. Please see all the pictures and judge by what you see.
