Vintage Pair 1934 Maine License Plate

Nice vintage 1934 pair of Maine license plates. There is minimal rust. The black stuff in the corner of one looks like a tar like substance. I was able to pick a bit of it off quite easily. I don"t know what to use to clean it. I didn"t want to ruin the finish so I left it alone. This is from an estate sale. Please ask questions.
