This is a Vintage Washington 1947 Disabled American Veterans Miniature License Plate Tag Keychain.
I remember as a Baby Boomer having these arrive in the mail along with a solicitation for a donation to support the work of the DAV in employing and aiding Disabled American Veterans.
At the time of the original listing, this was one of an eclectic set of listings being added, both singly and in lots, for key cases, key fobs, and key chains including Italian Florentine and Coach leather, a masonic coin holder, and Nevada casino memorabilia.
