First of all this plate complies with Ebay’s rules since it
has expired over 3 years ago (both year AND month are considered) and is not a
design that can currently be used on the road. This is sold for collection, display or craft purposes only, not for a
vehicle.
Secondly, this IS the plate that you will receive – not one
with a different serial number or “similar to” the one scanned.
This is a 2000 Taxation Without Representation base SAMPLE passenger plate. The condition is Mint, refer to the picture. This plate was donated by the DC DMV to the ALPCA (Automobile License Plate Collectors Association) 2014 International Convention in Rochester, NY. These were Not mass produced and sold to whoever wanted one. Making this one of the more difficult DC plates.

You might ask why are District of Columbia plates somewhat common to
find: (1) the population base is quite sparse at 0.6 million (2) there are only 350
vehicles registered per 1,000 residents (3) it issues plates in pairs (4)
therefore District of Columbia plates are 0.11% of the plates issued in the US each
year, making it by far the most difficult to find.
