In the 1920"s and 30"s, Wisconsin farmers used their personal trailers to haul livestock. The Wisconsin Public Service Commission (W-PSC) issued these plates to prevent individuals from hiring out their equipment for commercial use, without paying a road tax. These plates were usually placed on a trailer that would contain 2 individual animals. Eventually, these rules were changed when bigger vehicles were introduced for commercial use.
