1963 CALIFORNIA LICENSE PLATES PAIR GOOD CONDITION NICE SET maybe NOS as they were still in the envelope & don"t have any stickers on them. From an estate. They were in an envelope in the trunk of an old car ( I did not save the dusty old envelope ). I"m guessing something spilled on them, or rain dripped on them, at some time as the one has some light rust spots on the edges of the front & the other one has the same spots in same places but on the back ( your frames should easily cover the rust spots ). California on one has a little bit of paint skip. Not perfectly flat but should straighten in your frames. Far from perfect but I have seen many plates over the years & consider these very nice other than stated. If the item is listed as used or vintage please don"t expect a new or like new item.
