First of all this plate complies with Ebay’s rules since it has expired over 3 years ago (both year AND month are considered) and is not a design that can currently be used on the road. This is sold for collection, display or craft purposes only, not for a vehicle.
Secondly, this IS the plate that you will receive – not one with a different serial number or “similar to” the one scanned.
This is a 1970 Passenger base. The condition is Good, refer to the picture. Note that this was during an era that Illinois plates were quite thin and all that you needed to give a bend or two was look at it wrong. Note that the back of the plate shows some corrosion (but then again WHO displays the back of a plate) -- the front is still displayable.

You might ask are Illinois plates rather difficult to find: (1) the population base is a robust at 12.8 million (2) there are 750 vehicles registered per 1,000 residents (3) they issue plates in pairs (4) therefore Illinois plates are 4.95% of the plates issued in the US each year.
